هذا الكتاب هو دراسة تحاجج في طبيعة المخاض الولادي العسير الذي تشهده البيئة الإستراتيجية في الشرق الأوسط، والذي يقدّر له أن يُحدث تغييرات جوهرية في خارطة الأحجام والأدوار والديناميات الدولية والإقليمية المحرّكة لتفاعلاتها، وأن يُفضي إلى تحوّلات جذرية في منظومة دولها وكيانتها وحيويّاتها الفاعلة، وذلك ربطاً بالتغييرات الهيكلية المصاحبة للمرحلة الإنتقالية التي يمرّ بها النظام الدولي.
وربطاً بالمشروع السياسي لكلٍ من المحاور التي تتنازع المنطقة وتتجاذبها، كما بأعراض التشوّش والإضطراب التي أصابت السياسات الخارجية للقوى الكبرى في سعيها إلى تفعيل حضورها في أزمات المنطقة، وإلى توافر القدرة لديها على فرض الحلول، بما يتلاءم مع صون مصالحها الحيوية وتعزيز نفوذها.
وأيضاً بمستوى إنعدام اليقين وهيمنة التحوّلات السريعة والمفاجئة على التفاعلات الإقليمية، فضلاً عن طبيعة الصراعات التي أدركها الإقليم، والتي تضاعفت كميّاً، وتعقّدت نوعيّاً، وتفرّعت نزاعاتها المؤسّسة إلى حروبٍ لا تنفك تتناسل وتتشابك منطلقاتها ومحرّضاتها بنحو بدت فيه متلازمة المسارات، وأصبحت معه عصيّة على أيّ تفريدٍ أو تفكيك قد يتيح إعمال تسويةً مستقرّة لساحة من ساحات الكباش والمواجهة، أو ترتيب حلول ومخارج دائمة لها، بمعزل عن الساحات الأخرى المرتبطة بها.
