تعد الأحلاف والتكتلات العسكرية أول لَبِنَة في بناء التنظيم الدولي؛ فهي كانت أول صورة من صور التنظيمات الدولية. وقد أُطلق على العصر الذي نعيشه: "عصر التكتلات الدولية"، وهو الذي مثّلت الأحلاف العسكرية نواته، لأن مصطلح "الأحلاف العسكرية" من مصطلحات القرن الماضي. أما في عصرنا الحالي، فقد تمّ استعمال مصطلح "التكتلات العسكرية"، وأطلق البعض على هذا العصر: "عصر التكتلات الدولية".
وقد تضمن الكتاب ثلاثة أقسام؛ اختص الأول منها بدراسة الأحلاف والتكتلات العسكرية في القانون الدولي العام، من حيث التعريف والأنواع. وانتهى إلى أن التكتل العسكري عبارة عن عصبة أيديولوجية عسكرية تعمل حتى في أوقات السلام، وفي جميع مجالات الحياة، بخلاف الحلف الذي يعمل عسكرياً، في وقت الحرب فقط. واختص القسم الثاني بدراسة حلف شمال الأطلسي (الناتو)، بدءاً بميثاقه، ثمّ عضويته في أثناء الحرب الباردة وبعدها. وخلص الباحث، هنا، إلى أن انتهاء الحرب الباردة أثر في هذا الحلف فجعله أكثر مرونة واتساعاً، كما تغيّرت وظيفته، من الدفاع إلى الهيمنة والسيطرة. وعُني القسم الثالث بدراسة التحالفات الدولية الجديدة إبّان حربي الخليج الثانية والثالثة.
ويذهب الباحث إلى أن "التكتلات العسكرية"، رغم أهميتها، لم تنل من الدراسة في القانون الدولي العام ما يناسبها؛ وأن الفقه الدولي فرّق بين الأحلاف والتكتلات العسكرية، وأن هذه الأخيرة شهدت تغييراً في وظيفتها من الدفاع إلى الهيمنة والسيطرة، وأن التحالفات الدولية الجديدة لم تلتزم بقواعد القانون الدولي العام، وأنها انحرفت بقرارات المنظمة العالمية عن أهدافها الأساسية، لتحقيق أهدافها الخاصة، الأمر الذي أدىّ إلى انتهاك الشرعية الدولية.
