فأغلب النظريات الكلاسيكية ارتبطت بالصورة التي قدمها نيوتن عن العالم وعن النظام الحتمي المنطلق، المتحكم في الطبيعة والإنسان على حد سواء.
وبعد الثورة العلمية المعاصرة، وما حملته من مفاهيم ثورية حول التصور اللانهائي للكون، زالت الشرعية العلمية عن النظريات الإجتماعية والسياسية الكلاسيكية، وكان لا بد من إعادة بناء الفكر الإجتماعي وفق التصور المعاصر، فكان من الضروري بعث فلسفات إجتماعية وسياسية معاصرة للمحافظة على مكاسب النسبية.
في هذا السياق الذي اتسم بإعادة التفكير في النظم السياسية والإجتماعية، لتتوافق مع مكاسب العلم المعاصر، ظهر الفلسفة الإجتماعية والسياسية المعاصرة مصطلح الهندسة الإجتماعية الجزئية Piecemeal Social Engineering؛ وهي طريقة مبتكرة في التفكير، كما أنها اسلوب أبدع في توظيف الفرضيات العلمية التي كانت متداولة من قبل، قام بوبر بتنظيمها في مجموعة من المفاهيم أدمجها داخل نسقه، الذي عبر عنه بلفظ العقلانية النقدية للحياة الإجتماعية والسياسية.
