تنتمي رحلة محمد صادق رفعت باشا، وهو من رجالات الدولة العثمانية الإصلاحيين الذينَ وفَّروا ذخيرةً أيديولوجية أعانت على إستيعاب أسباب التقدم الأوروبي، إلى ما يُعرف بعهد التنظيمات وقد تعددت الكتابات عن أوروبا حينها، وكان آخرها الرّحلة التي نحنُ بصددها، ويصنِّفها معظم الدارسين في خانة "السياحتنامه" وليس "السفارتنامه" بإعتبار أن صاحبها لم يعيّن سفيراً في إيطاليا بل في فيينا وذهب في مهمة قصيرة المدى إلى إيطاليا.
وذلك في عهد التنظيمات، الذي يؤطره المؤرخون بصدور مرسوم جولخاته سنة 1839م وإلى حين إعلان الدستور العثماني الأول المعروف بالقانون الأساسي أواخر سنة 1876م، والذي استلهم روحَ الحداثة الأوروبية آنذاك وحاول تطبيقها في مجالات الحياة المختلفة.
يتميزُ نصٌّ الرّحلة بالإيجاز والتناسق والسَّلاسةِ والبعد عن التنسيق وبديع الكلام، كاتبه وصفَ إنطباعاته عن أوروبا ببساطة دونَ الإنسياق وراء مشاعر الدِّهشة التي ميزت الرحلات العربية المعاصرة إلى أوروبا، وتكشف الرحلة عن طبيعة وعي السفير بتاريخ البلاد الأوروبية وظروفها السياسيّة.
ويأتي الرَّحالة على وصفِ المدنِ والقرى التي مرَّ بها أو نزل فيها، كما يصف الحصون والقلاع والقصور والكنائس والبساتين ونحو ذلك من المظاهر العمرانية والحضرية.
بذل محقق الرحلة جهداً كبيراً في ترجمتها وتحقيقها ودراستها وفي تعليق هوامشها وحواشيها وشرح مصطلحاتها، ببراعة وإتقان وإحتراف، ونال عن ذلك بجدارة جائزة ابن بطوطة لتحقيق المخطوطات.
