لقد كان واضحا أن البنوك الاسلامية فى حاجة ماسة الى دليل عملى فى التنظيم فى ضوء القرارات التى اتخذها مجلس ادارة الاتحاد الدولى للبنوك الاسلامية فى جلسته التى عقدت فى 15 من ذى الحجة من عام 1398 الهجرى الموافق 15 نوفمبر 1978.
لذلك فقد تقرر- بالتشاور مع الأمين العام للاتحاد- أن تكون هذه الموسوعة موجهة أساسا للممارس العملى فى البنوك الاسلامية مع عدم اغفال المنهج الفلسفى الأكاديمى ومع ضرورة وضوح الاتنماء الفكرى للموسوعة وسبب تفضيلها لنظرية عن نظرية تنظيم أخرى.
وعندما بدأت فى تحديد الاطار المبدئى لموضوعات الموسوعة بدأت أواجه مشكلة اختيار المدخل الأمثل فى عرض موضوعات الموسوعة ووجدت أن هناك أربعة مجموعات من المداخل حيث يؤثر المدخل تاثيرا جوهريا فى تصميم طريقة عرض الموضوعات.
وعلى هذا فقد اخترت فى عرض موضوعات تنظيم البنوك الاسلامية- مدخلا وسطا يحقق توازنا أمثل بين المتطلبات المختلفة وعلى ذلك فان:
التركيز على "التنظيم" أكثر من التركيز على "الاسلام" و " الاسلامى" على اعتبار أن هذا الجزء هو عن "التنظيم " أكثر من كونه عن "الاسلام".
ولقد حاولت أن أكون مدركا لأية تحيزات لا ارادية ناتجة من تأثير الفكر الغربي ولذلك خصصت بابا (الباب الثانى) عن الطبيعة المتميزة للبنوك الاسلامية.. وأرجو أن تنال اهتماما خاصا من القارئ، هذا بالاضافة الى احداث التشابك المستمر بين مفاهيم التنظيم وأسس التنظيم والطبيعة المتميزة للبنوك الاسلامية عبر هذا الجزء.
والتركيز على أن تكون المادة العلمية فى الموسوعة "غنية" فالموسوعة- بالتعريف- تحوى معرفة غنية أو مكثفة عن الموضوع ولا يشترط بالضرورة أن تكون نهائية، ولقد راعينا بقدر الامكان الابتعاد عن "المصطلحات المتحزلقة" لكى تكون منهلا عذبا للباحث والممارس.
