يناقش هذا الكتاب التغيرات التي حدثت في المفهوم الديني للربا، والظروف الاقتصادية والسياسية التي أدّت إلى ظهور مفهوم الاقتصاد الإسلامي لأول مرة، ولاحقاً إرساء دعائم الصناعة المصرفية الإسلامية.
ويسلط المؤلّف الضوء على قضية تحريم الفائدة (الربا) والخلاف حول ما يمكن اعتباره معاملة ربوية، فيرى أن ذلك ليس أمراً ينفرد به الدين الإسلامي أو المسلمون، فقد كانت الشعوب، على اختلاف أديانها وثقافتها، تنظر بالإجماع إلى ممارسة الربا بازدراء.
ويرى أن الصحوة الدينية بين المسلمين أدت إلى زيادة الجدل حول الموضوع، وإلى جعل عدد أكبر من الناس في البلدان الإسلامية، وفي منطقة الخليج، بشكل خاص، يساوي بين فوائد المصارف والربا، مما خلق حاجة أو فرصة لتطوير التمويل الإسلامي كبديل للصناعة المصرفية التقليدية.
بسبب هذه المعطيات يراجع المؤلِّف التغيرات السياسية والاقتصادية التي اجتاحت منطقة الخليج العربي في العقود الثلاثة الأخيرة، والتي جاءت بالثروة والنهضة الدينية اللتين جعلت هذه المنطقة الموطن الطبيعي للصناعة المصرفية الإسلامية.
ويتناول المؤلّف في فصلين، من الكتاب، تطور الصناعة المصرفية في الكويت كحالة مرجعية، فيعرض خلفية التنمية الاقتصادية في الكويت، وخصوصاً تطور قطاعها المالي، والتحدي الذي فرضه تأسيس أول مصرف إسلامي، فيها. كما يلقي الضوء على مستقبل الصناعة المصرفية الإسلامية في الكويت، والدور الريادي الذي قد تؤديه الكويت في المجال المصرفي، في المستقبل.
