لازلنا ننادى بالتجديد والتطوير في التعليم واستقرار سياسته، ولم تتوقف المطالبة بذلك طوال العقود الماضية منذ عشرينيات القرن العشرين. مما يدل علي وجود مشكلات في النظام التعليمي، هذه المشكلات في الغالب ناتجة عن التخبط والتضارب في سياسات التعليم، ذلك في حين أن الدول المتقدمة تتأكد من مدى تحقق مضمون سياساتها التعليمية من خلال ما يطبق في الواقع المدرسي حيث أنه يعكس تحقيق أهداف السياسات الموضوعة.
وعلى ذلك فإن الدعوة المتكررة لتطوير وتحديث التعليم في مصر لا تعكس سوى تأكيد أن هناك فجوة بين الأهداف والمتحقق منه بين ما نطمح إليه وما نحن عليه الآن، أى أن هناك فارق بين النظرية والتطبيق؛ وهذا يستلزم دراسة مجال التعليم دراسة شاملة بدءاً من السياسة التعليمية ويتطرق إلي ما يترتب عليها من خطط وإجراءات وحتى الوصول إلي المدرسة والفصل والتلميذ كل ذلك في إطار المجتمع نفسه.
في ضوء ما سبق تتلخص مشكلة الدراسة في أنه هناك فجوة بين الطموح والواقع أو بين النظرية والتطبيق في مجال التعليم أى أن هناك فجوة بين ما يعلن من سياسات وما يمارس بالفعل، في الوقت الذي تحتاج فيه هذه السياسات إلي تحليل ونقد، أو إلي تقييم وتقويم.
وفي هذه الدراسة تتحد الفترة الزمنية للدراسة بصدور أول دستور مصري في القرن العشرين يتضمن مواد خاصة بالتعليم، وحتى الآن، وتناولت سياسة التعليم قبل الجامعي بمرحلتيه: "التعليم الأساسي بحلقتيه الابتدائية والإعدادية، التعليم الثانوي بنوعيه العام والفني، السياسة التعليمية خلال مرحلتى الصنع والتطبيق" واعتمدت الباحثة علي المنهج العلمي من خلال مقاربات ما يطلق عليه بالمنهج التاريخي، والمنهج الوصفي، والمنهج المقارن.
