رصد محمد صبيح خلال الكتاب تاريخ نضال الشعب المصري من أجل الحرية والديمقراطية، بدءً من دخول الفرنسيين إلى الإسكندرية عام 1798 وصولاً إلى ثورة 1919 وصياغة دستور 1923، ثم تشكيل ما عرف بوزارة الشعب برئاسة سعد باشا زغلول.
وتكمن أهمية الكتاب في رصده وتحليله للأحداث التي شهدتها مصر على مدار مائة وعشرين عاما، تخللها احتلالان، هما الفرنسي والإنجليزي، وثورتان شعبيتان هما الثورة العرابية وثورة 1919، وتشكيل نوعين من الحياة النيابية، كان أولهما في عهد إسماعيل وتوفيق في ظل أزمة الديون والتدخلات الأجنبية، أما الثاني، فقد كان بعد ثورة شعبية عظيمة استطاع المصريون أن يكتسبوا من خلالها استقلالهم وصياغة دستورهم وحياتهم البرلمانية الجديدة، مؤسسين من خلالها فترة كانت وما زالت أزهى عصور الليبرالية المصرية في العصر الحديث.
