يظهر التنظيم الدولي كوسيلة لحلِّ المشاكل وتحقيق التعاون، ولا يتصور قيامه بهذا الدور على وجه فعَّال، إلا بوجود هيئة أو منظمة دائمة، يتم من خلالها، وعن طريقها العمل على تحقيق ذلك.
وإنطلاقاً من ذلك، فالمنظمة الدولية هي جوهر فكرة التنظيم الدولي، إضافة إلى أنها تقدم الدليل الخارجي أو الظاهري على وجودها، ومع ذلك فالمنظمة الدولية ليست غاية في ذاتها، بقدر ما هي وسيلة لتحقيق التنظيم الدولي، بإعتبار أنَّه لا يتصور تحقيق ذلك دون وجود منظمة أو منظمات دولية، وهكذا تصبح الوسيلة غاية، كما هو الحال تماماً داخل الدول، حيث لا يتصور تحقيق الأمن والعدل داخل أي إقليم ما لم يكن ثمَّة تنظيم ما في هذا الإقليم.
ومن أهداف التنظيم الدولي، الحيلولة دون تغيير الواقع الدولي، أو الإخلال بأوضاعه، والعلاقات فيه، أو تبديلها بما يلائم مصالح دولة ما، عبر إتخاذ إجراءات دولية جماعية ضاغطة، أو مانعة لمحاولات هذه الدولة أو مجموعة الدول، كما أنَّ نظام الأمن الجماعي ينكر إستعمال وسائل العنف المسلح لحلّ النزاعات والخلافات القائمة في مصالح الدول، وسياساتها، بل يؤكد على إستعمال الطرق والأساليب السلمية.
إنطلاقاً من هذا الواقع، ونتيجة الحروب التي لم تتوقف عبر التاريخ، قام منظرو السياسة الدولية بوضع النظريات لإقامة السلام العالمي، ونظام الأمن الجماعي لردع المعتدي، بهدف تمكين المجتمع الدولي من العيش بسلام وكرامة، وفق مبادئ وأسس تلتزم بإحترامها الدول كافة، وعلى قدم المساواة كبيرها وصغيرها.
لقد قسمنا هذا الكتاب إلى ستة أبواب، عالجنا في الأول نظام الأمن الجماعي، عبر عمليات حفظ وفرض السلام في مختلف مناطق العالم، وفي الثاني عرضنا لنشاطات الأمم المتحدة في مجالات المساعدات وحقوق الإنسان، والتنمية وحماية البيئة وتصفية الإستعمار، وقضايا اللاجئين، وفي الباب الثالث عالجنا حصانات الأمم المتحدة وموظفيها ومندوبي الدول في مؤتمراتها ووكالاتها.
أما الباب الرابع فضم تحديات الأمم المتحدة ومشاريع إصلاحها، فيما الخامس عرض للمنظمات الدولية غير الحكومية ومحال عملها، أما الباب السادس فضم الوثائق ذات الصلة بالأمم المتحدة.
