هذه التجارب في تأسيس أنظمة ديمقراطية في عشرات الدول وعلى امتداد مئتي عام، مع ما صاحبها من نضالات في مواجهة القوى الرافضة لهذا التحوّل والمستفيدة من بقاء الإستبداد والفساد وسيطرة فئات على قرار الدولة، أنتجت معرفة وراكمت خبرات سياسية وثقافية ونقابية وإجتماعية في غاية الثراء والغنى والتنوع، وكوّنت ما يمكن اعتباره قوانين وسنناً ومبادىء مستقرة تنظم مراحل التحول من دول شمولية أو شبه ديمقراطية إلى دول ديمقراطية راسخة ومستقرة، يمكنها أن تكون مرشداً للشعوب التي تخوض كفاحاً سياسياً وثقافياً وإجتماعياً ضد الطبقات الحاكمة والمستغلة من أجل تأسيس مجتمعات حرة ومتطورة.
هذا الكتاب عبارة عن جهد بحثي واستقصائي طويل ومضن، قام باستقراء وتحليل معظم تجارب التحوّل الديمقراطي في العالم، ودراسة متى تتقدم الديمقراطية ومتى تتراجع، وهل ثمة إستثناءات وخصوصيات لا تخضع لهذه الجدلية، وعلاقة كل ذلك بمعدلات التنمية ومؤشرات الحرية، واستخلاص أبرز معالم وقوانين هذه التحوّلات.
