تحاول المؤلفة أن تقدم تحليلاً نسائياً للإرهاب، إذ تعتقد بشكل جازم أن الإرهاب إنما ينشأ من تأكيد المجتمعات البطريركية على السلطة والعنف. وهي تواصل في هذا الكتاب ما بدأته في كتبها السابقة حيث تشرح في عاشق الشيطان نظرية الحركة النسائية التحررية الميتافيزيقية إذ يعد الكتاب تحولاً جذرياً في مفاهيم هذه الحركة.
تقدم في الفصل الأول مراجعة شاملة للأدب والمصطلحات الفنية الثقافية للإرهاب التي طالما شاعت في ثقافتنا، كي تقتفي في الفصل الثاني الأثر الذي يولده تجسيد الرعب في الخرافة والأسطورة عبر العالم والزمان ثم تبحث في الفصل الثالث في موضوعات الثقافة والدين والفلسفة، إذ تقدم هذه الأبنية صورة سلبية مضاعفة للوجود، يراه الناس من خلالها. ثم تناقش إرهاب الدولة ودوافعه في الفصل الرابع وترى أن بعض المؤسسات المتشددة دينية أم علمانية تعمل في أحيان كثيرة على تعزيز قوة الدولة والإرهاب.
وفي الفصلين الخامس والسادس تتحدث عن الإرهاب الثوري، والإرهابيين الرمزيين وتقدم شهادات حية لبعض النسوة المتورطات في الإرهاب، وتكشف عن دوافعهم. ثم تقدم في الفصل السابع صورة عن النساء داخل معسكرات اللاجئين في الشرق الأوسط حيث أمضت الكاتبة شهرين عام 1986. وتقدم بانوراما أو نظرة شاملة للإرهاب وضمن السياق الاجتماعي والشخصي قبل أن تقدم رؤيتها التأملي في الختام ودعوتها لرفض العنف الذي يدمر العالم.
