ومع تعدد الأساليب الإدارية الحديثة نشأ مفهوم التميز للتعبير عن الحاجة إلى منهج شامل يجمع عناصر ومقومات بناء المنظمات على أسس متفوقة تحقق لها قدرات عالية في مواجهة المتغيرات والأوضاع الخارجية المحيطة من ناحية، كما تكفل لها الترابط والتناسق الكامل بين عناصرها ومكوناتها الذاتية وإستثمار قدراتها المحورية وتحقيق الفوائد والمنافع لأصحاب المصلحة من مالكي المنظمة والعاملين بها والمتعاملين معها والمجتمع بأسره من ناحية أخرى، ومن خلال نماذج الميز بين تحديد المركب المناسب لتحقيق الأداء المتميز فنماذج التميز تعبر عن مجموعة موضوعية من المعايير ما يطلق عليها معايير التميز، ومن ثم فإنه عند إعداد نماذج التميز لا بد من التأكد من مصداقية المعايير المستخدمة في تلك النماذج.
