ينتمي "إسحاق بن الحسين" مؤلف الكتاب إلى مدرسة الجغرافية الرياضية التي أرسى قواعدها بطليموس. وتتلخص قواعد هذه المدرسة بتقسيم العالم إلى سبعة أقاليم، واعتماد خطوط الطول والعرض لتحديد المدن والقرى.
وأوضح إسحاق بن الحسين اعتماده "خطّ أول الأرض وهو خط المغرب، وخط الاستواء وهو خطّ وسط الأرض". ومع أن الكتاب يبدو كمعجم جغرافي، إلا أن المؤلف اتبع منهجاً خاصاً مزج فيه بين تقديم أهمية المدينة ومدن الإقليم الواحد، متخلياً عن مراعاة الأبجدية، فهو يعرض المدن الإسلامية المقدسة أولاً، ثم يعود إلى بغداد "لأنها أصل المدائن، ثم إلى سرَّ من رأى، وهي العاصمة الثانية لبني العباس، ثم إلى الكوفة والبصرة وواسط أوائل الأمصار التي شادها العرب.
ثم ينتقل إلى جنوب شبه الجزيرة العربية فيذكر مدينة صنعاء، ثم عدن وعمان وسبأ ومأرب وحضرموت وسقطرة والبحرين وهجر ثم الطائف واليمامة. ثم يتابع المؤلف توجهه نحو بلاد الشام، ومنها إلى بلدان المشرق الإسلامي، إلى أذربيجان وهمذان ونهاوند، ثم أصبهان والرّي، حتى يبلغ كرمان، وخوارزم وبلخ وبخارى وسمرقند.
