اعتمد المصنف في دراسته لفقه عثمان على أمهات كتب الحديث كمنصنف ابن أبي شيبة وعبد الرزاق، وهما أغنى المراجع بفقه السلف، والكتب الستة وموطأ الإمام مالك وسنن البيهقي وسنن سعيد بن منصور وغيرها، ومن الشروح المعتمدة لكتب الحديث كفتح الباري وعمدة القاري وشرح النووي لمسلم، ومن كتب التفسير الطبري وابن كثير وغيرهما، من كتب الفقه المقارن المغني لابن قدامة والمحلى والمجموع وغيرها.
ما يميز هذا الكتاب أن المسلم إذا ما أراد مراجعة حكم، وحدد موضوعه –بيع- إجازة- إمارة- خراج.. الخ. فإذا كان خراجاً، يرجع إلى حرف الخاء، ثم يتبع الحرف الثاني من الخاء حتى يصل إلى كلمة خراج، ليجد فيه الحكم الذي يبحث عنه برمته، أو يحيله المصنف إلى مكان وجوده في موضع آخر من الكتاب... حتى يجد الحكم المطلوب.
