هذا الكتاب هو عن تاريخ مدينة ومنطقة تعرضت بيئتها الثقافية والإنسانية لتدمير منهجي. إنه كتاب أكاديمي، لكنه أيضًا كتاب ذاكرة تاريخية. فالموصل مدينة تواريخ عدة، تروي حياة جماعات وشعوب متعددة. ومع أن كتابة هذا الكتاب تعود إلى نحو سبع عشرة سنة خلت، فقد أصبح وثيقة تذكير بغنى حياة ما كان ولاية الموصل في ظل الحكم العثماني وتاريخها وتعقيدهما. يقدّم الكتاب تفسيرًا جديدًا للعلاقات بين السلطة المركزية في الإمبراطورية العثمانية ومدينة الموصل، اعتمادًا على أرشيفات عثمانية وعراقية. وخلافًا للاعتقاد التاريخي السائد، يبرهن الكتاب أن العلاقات بين العثمانيين والمجموعات الاجتماعية في المدينة كانت وثيقة، وفي ضوء ذلك تشكلت لغة السياسة وتطورت طريقة ممارستها في الموصل، ما أدى إلى إنتاج ثقافة سياسية عثمانية خاصة بأطراف الإمبراطورية.
