تمثل قيم الفرد إحدى المحددات الهامة لسلوكه، والنظام أو النسق القيمي للفرد ذو تأثير بالغ الأهمية على مدركاته وعلى الأحكام التي تصدر عنه خلال تعامله مع المثيرات وإدراكه لها. فقيم الفرد تعمل كمحكات لهذه الأحكام وتؤثر بصورة مباشرة على الأنماط السلوكية التي تصدر عن الفرد وعلى قرارته تجاه الأشياء والأشخاص والموضوعات. فالنسق القيمي للفرد له وظيفة دافعية تحرك طاقاته وتوجه نشاطه نحو تحقيق الأهداف المحورية في حياته.
وقد اتبعت الباحثة الخطوات التالية في بناء المقياس: الإطلاع على بعض المقاييس التي تم تصميمها في البيئة المصرية لقياس القيم لدى الشباب مثل مقياس حامد زهران وإجلال سرى، وتم تحديد أكثر القيم شيوعاً سواء من خلال المقاييس السابقة أو من خلال الإطار النظري حيث تم تحديد ستة قيم وهي المنبثقة من تصنيف سبرانجر (محمد خضير، 1995) وهي: القيم الدينية، النظرية، الجمالية، الإجتماعية، السياسية، الإقتصادية، تم تصميم المقياس في صورته الأولية من جزءين.
