هذه هي موسوعة "علواني في التعليق على قانون الإجراءات الجنائية" التي وضعها المستشار "فرج علواني هليل"، وقد جاءت على جزئين ووفقًا للتعديلات بالقانون 174 لسنة 1998 وأحكام محكمة النقض والدستور العليا.
وقد تناول المؤلف في الجزء الأول بعد باب تمهيدي يشمل قانون الإجراءات من حيث التعريف والطبيعة والتفسير والتطبيق الدعوى الجنائية من حيث من له رفع الدعوى والأحوال التي يتوقف فيها رفعها على شكوى أو صلب وشروط إقامة الدعوى الجنائية وانقضائها، كذلك جمع الاستدلالات ورفع الدعوى بدءًا من مأموري الضبط القضائي وواجباتهم.
تناول المؤلف أيضًا المواد المتعلقة بالتحقيق بمعرفة قاضي التحقيق وذلك من حيث تعيينه وندب الخبراء والانتقال والتفتيش وسماع الشهود والحبس والإفراج وانتهاء التحقيق وما إلى ذلك، التحقيقات بمعرفة النيابة العامة واختصاص المحاكم الجنائية وتنازع الاختصاص ومحاكم المخالفات والجنح كانت تمثل الجزء الأخير من الجزء الأول من الموسوعة، ليضم الجزء الثاني باقى التعليق بدءًا من الفصل الخاص بنظر الدعوى وترتيب الإجراءات في الجلسة وحتى الأبواب الأخيرة التي تناولت سقوط العقوبة بمضي المدة ووفاة المحكوم عليه ورد الاعتبار، ليختتم الكتاب صفحاته بأحكام عامة في الإجراءات التي تتبع في حالة فقد الأوراق أو الأحكام وفي حساب المدد من قضاء النقض.
