ولد في القاهرة في حى السيدة زينب، تخرج من كلية الحقوق جامعة عين شمس، وحصل على دبلومين في القانون العام والجنائى بدرجة الماجستير، متزوج وله ابنة واحدة ولدت عام 2000.
في عام 1984 أجرت المؤسسة العربية الحديثة مسابقة أدبية، وقد قام الكاتب شريف بكتابة أول رواية له كانت باسم الانفجار المجهول، والتي كتب شريف شوقي كاتب روايات مصري اشتهر في العالم العربي بكتابته روايات المكتب رقم 19 في ثمانينات القرن الماضي.
