يعقد المقارنة مع المنظومات القانونية لتجارب الدول التي واجهت خطر الإرهاب، معتمدين على أربع دول اختيرت على أساس كونها أكثر الدول تملك منظومات قانونية لمكافحة الإرهاب بعد تعرضها لخطره وهي: الولايات المتحدة الأمريكية، وبريطانيا، وفرنسا، ومصر مع بعض الإشارة لقوانين دول أخرى.
يوضح الوسائل التي تمتلكها الإدارة والحدود المرسومة لها عند أداء واجبها في مكافحة الإرهاب، وهل يترتب على الإدارة مسؤولية عن إخلالها بواجبها في مكافحة الإرهاب؟ وبيان نوع المسؤولية التي تتحملها الإدارة في ذلك من خلال رقابة القضاء عليها.
