"منذ 11 فبراير 2011 غربت شمس عهد مبارك إن لم يكن عهد ثورة يوليو.. ولكن لم تشرق شمس ثورة يناير أو عهد جديد بديلاً عنها... فقد احتدم التنافس والصراع ثم الصدام بين فصائل الثورة وغيرهم.. وتسيد الإسلام السياسي الموقف وقد بدا أن في ظنه قدرة الاستحواذ على الدولة منفرداً أو بمشاركة هامشية (ديكورية) من الآخرين. ومن ثم بات الارتباك والانقسام خطراً داهماً وأصبح الوطن متأرجحا بين حافة الهاوية وبين الهاوية ذاتها. وإذا كان القول السائد بأن افتقاد الأمن يؤدي إلى فوضى وافتقاد العدالة يؤدي إلى الثورة، فقد بات الموقف بين شقي الرحى بافتقاد الأمن والتباس مفهوم العدالة، فعندما تغيب الإدارة الرشيدة للأزمات.. يبدأ تفاعل أسبابها على نحو يتجاوز السيطرة حيث تأخذ التفاعلات الاجتماعية منحي التفجر. ووسط تلك التداعيات استمر تواجد الشرطة على المسرح مُثخنة بجراحها منكوبة بانكسارها لم تلتقط نفساً وليس أنفاساً، تواجه مشاكلها الهيكلية وتحديات أوضاع أمنية تتجاوز طاقتها ولكنها ظلت على عهد الولاء للواجب تتجدد دماؤها ".
