قدم لنا الدكتور البيلي قراءته لموضوعه الخلافة والسلطة والدولة، بمرونة طبعت منهج دراسته دون أن تعيقه جدليات ليس من السهل على مؤرخ التصدي لها، إن لم يكن مالكاً لعدة البحث الكاملة، ثقافة وانفتاحاً ورؤية تذهب به إلى العمق. وفي ضوء ذلك ينطلق من المجتمع الذي يكمن فيه سر التحولات في التاريخ العباسي، عاكساً الصورة الحضارية المتوهجة في حركته. "المتواضعة والمتنافسة، وليست متحاربة" على حد تعبيره. "فالتعدد والتنوع في الوحدة، يقول المؤلف، هما أوضح وأهم سمات المجتمع العباسي منذ بداياته، بل إن تلك الوحدة في جانبها الحضاري والاجتماعي والاقتصادي، شملت العالم الإسلامي كله، بما في ذلك ما هو خارج عن دار الخلافة العباسية، ومعاد لها من بلاد المسلمين في الشرق والمغرب".
وكان الدكتور البيلي حريصاً على تجنب اسقاطات حديثة على عصور مضت، منتقداً في الوقت عينه نظرة علماء السلف في ربطهم ثلاثية الحكم بمبدأ إجماع الأمة التي "لا تجتمع على ضلال". مستلهمين الأنموذج، شكلاً وليس مضموناً، من العهد الراشدي، ورائياً في المقابل إلى أن المضمون الحقيقي لذلك العهد "هو الانفتاح للتغيير مع متطلبات العصر".
إننا أمام قراءة لموضوعة أخذت باهتمام الفقهاء والمؤرخين وعلماء الفكر السياسي، إلا أنها في هذه الدراسة المكثفة، كانت من العمق ومن توهج الرؤية ما يجعلها مرجعاً رصيناً لطالما كانت المكتبة التاريخية بحاجة إليه.
