تفترض الدراسة، أن الخبير الجيوستراتيجي الأمريكي ألفريد ثاير ماهان، يقدِّم "منطق" الاستراتيجية البحرية الصينية، وهو الذي يدفع الصين إلى حشد الأساطيل البحرية والتجارية، والتجارة الدولية، والقواعد البحرية الأمامية؛ أي التمتع بخصائص القوة البحرية، أما الزعيم الصيني ماو تسي تونغ، فهو يقدِّم "القواعد" التي سينفِّذ من خلالها جيش التحرير الشعبي، عملياته البحرية الخارجية.
وتصنِّف الدراسة، النماذج العامة الثلاثة التي طورها وين هيوز، حول تكتيكات الأساطيل، بحسب التفضيلات الاستراتيجية الصينية؛ وتخلص إلى أن القادة الصينيين يميلون إلى البدء بشنّ الهجمات المتفرقة، تليها الهجمات المتسلسلة، فالهجمات المكثفة أو المحتشدة. ويمكن قادة البحرية الأمريكية، من خلال الاطلاع على التفضيلات الصينية، أن يقفوا على الكيفية التي سيشنّ بها هذا الخصم البحري المرتقب حربه.
وتبحث الدراسة، الصين؛ بوصفها خصماً محتملاً؛ بغية تعزيز معرفة القوات الأمريكية بالغايات والطرائق والوسائل التي يُحتمل أن توجِّه الجهود الصينية في أوقات الأزمات أو الحروب. وترى الدراسة، أن منطق ماهان الجيوسياسي، يساعد على إعطاء استراتيجية الصين البحرية دفعة؛ ومن الممكن أن يؤدي إلى مواجهة مسلحة ضد الولايات المتحدة، وأن بحر الصين الجنوبي، يمثل المسرح البحري المحتمل أن تنشر فيه بكين قواتها المسلحة، وأن التكتيكات والممارسات العملياتية الصينية، ستهتدي بمؤلفات ماو تسي تونغ؛ إذا نشب صدام مسلح. وأن القوات الصينية، ستقوم بدمج نظم الأسلحة الحديثة والقديمة، في هجمات "تقليدية" و"غير تقليدية" مشتركة.
