لا شك أن العمل الإعلامي اليوم يركز جل اهتمامه على كيفية تغيير الصورة النمطية، وبث الوعي الثقافي الذي يجعل الناس يشعرون بذاتهم ويدركونها، وهذا لن يتم إلا بالعمل على تثبيت أواصر الأمن الإجتماعي ونشر ثقافة السلام من أجل أن يعيش الإنسان في أجواء يشعر بها في كينونته الإنسانية.
وهذا هو أحد الأسباب الرئيسية التي دعت الأساتذة ابتسام إسماعيل قادر على وضع دراسة حول (الإعلام وبناء السلام) وبالتحديد دراسة موضوع دور الفضائيات الكردستانية في عملية السلام في إقليم كوردستان والعراق، شعوراً بأن الإنسان العراقيأاصبح اليوم بحاجة ماسة إلى التوعية والتثقيف والتعليم والتدريب، والصورة عن دور الفضائيات في هذا المجال غامضة وهو ما يستدعي التدخل عبر البحث العلمي للتشخيص والإستنباط والإقتراح.
ولمزيد من الإيضاح انتظمت هذه الدراسة في أربعة فصول: شرح الفصل الأول الوظيفة البنائية للتلفزيون من خلال البحث في مفهوم الوظيفة وخصوصيتها في التلفزيون ومفهوم البرامج التلفزيونية وأنماطها السياسية، والتلفزيون ونظريتي الفرس الثقافي وترتيب الأولويات، بينما تناول الفصل الثاني والمعنون (بناء السلام - إطار نظري) ثلاثة مباحث الأول: في التطور التاريخي للسلام والحرب، والثاني: في مفهوم بناء السلام وأدبياته، والثالث: في ثقافة بناء السلام وتثبيت الأمن الإجتماعي. وأما الفصل الثالث فخصص لعملية (تحليل مضمون البرامج السياسية والبرامج الثقافية في القنوات الفضائية الكوردستانية). ويأتي الفصل الرابع والأخير ليعرض الدراسة الميدانية للقنوات التلفزيونية الكوردستانية، ونتائجها.
