كما هو معروف فإن الأفراد لا يكونون كلهم عاديين، وأن نسبة منهم قد تكون كثيرة أو قليلة تكون عادة من ذوى الاحتياجات الخاصة (الموهوبون -المعاقون)، وهم أولئك الأفراد الذين يقعون فى طرفى المنحنى بناءً على القدرات النفسية أو البدنية أو العقلية التى لديهم، وقد أطلق عليهم ذوى الاحتياجات الخاصة نظراً لأن حاجاتهم النفسية والعقلية والتربوية تختلف -إرتفاعاً وهبوطاً- عن حاجات الأفراد العاديين الذين يحتلون الجزء الأكبر والأعلى من المنحنى.
وتختلف وجهات النظر حول قضايا رعاية ذوى الاحتياجات بوجه عام، وتعليمهم على وجه الخصوص سواء الموهوبين منهم أم المعوقين، فالبعض يرى وجوب عزلهم فى فصول أو مدارس مستقلة عن العاديين، والبعض الآخر يرى أنه من الأفضل دمج ذوى الاحتياجات الخاصة مع العاديين فى فصول أو مدارس واحدة.
فى هذا الإطار يهدف هذا الكتاب بما يحتويه من مجموعة دراسات عربية حول قضية عزل أم دمج ذوى الاحتياجات الخاصة إلى تقديم إستبصاراً أو رؤية لتلك القضية من وجهات نظر متعددة، لتصبح بذلك منطلقاً لمزيد من الأبحاث والدراسات للكشف عن إيجابيات وسلبيات هذه القضية والتحقق من تلك الرؤى والاستبصارات.
