هذا الكتاب ليس مذكرات أو سيرة ذاتية لكاتبه، كريس باتن آخر حاكم بريطاني لهونج كونج، إنما هو قراءة لأكثر التجارب تشويقاً وغنى للكاتب، وأكثر الفترات أهمية في تاريخ آخر المستعمرات البريطانية؛ بهدف استخلاص الدروس والعبر العامة منها.
لقد قامت السنوات الخمس الحرجة التي قضاها الكاتب حاكماً لهونج كونج قبل انتقال السيادة عليها إلى الصين عام 1997، فرصة فريدة لرؤية ما كان يحدث في آسيان وفي الصين تحديداً. وقد استفاد الكاتب من تلك الفرصة في فهم كثير من القضايا المهمة وفضائل النمور الآسيوية وقيمها، وأسباب انهيار اقتصاداتها، ومستقبلها. كما سعى إلى وضع عدد من الفرضيات المغايرة حول آسيا، وحول تطبيق السياسة الاقتصادية، وحول عناصر الحكم الجيد ومكوناته، وحول العلاقة بين الحرية السياسية والتحرر الاقتصادي.
لا شك في أن تجربة اضطلاع الكاتب بمنصب حاكم هونج كونج أضفت أهمية خاصة على الأفكار والخلاصات المثيرة للجدل والواردة في هذا الكتاب؛ فقد وصفته صحيفة نيويورك تايمز بأنه أفضل كتاب لمن أراد أن يفهم القوى التي ستشكل العالم في القرن الحادي والعشرين.
