في ضوء هذه الأدلة المضادة للنظرة التقليدية للرأسمالية, يكون من الإنصاف طرح تساؤل بشأن إمكانية وجود رغبة كامنة لدى الدول الغنية لإخفاء "أسرار نجاحها". الغرض من هذا الكتاب هو تجميع عناصر مختلفة من المعلومات التاريخية التي تناقض هذه النظرة التقليدية لتاريخ الرأسمالية, وتقديم مشهد شامل, ومختصر في الوقت نفسه, عن السياسات والمؤسسات التي استخدمتها الدول المتقدمة حين كانت فى مراحل نموها الأولى. وبمعنى آخر يطرح الكتاب تساؤلاً عن: "كيف تمكنت الدول الغنية من أن تصبح غنية فعلاً؟".
الإجابة المختصرة على هذا السؤال هو أن الدول الغنية لم تصل إلى ما وصلت إليه فعلاً من خلال انتهاج السياسات وإقامة المؤسسات التي توصي بها الدول النامية حالياً. فالغالبية من الدول الغنية استخدمت سياسات تجارية "سيئة" وسياسات صناعية, مثل حماية الصناعات الوليدة ودعم الصادرات, وهى ممارسات ينظر إليها اليوم نظرة متدينة إن لم تكن تحظر تماماً من خلال قواعد منظمة التجارة العالمية.
وإذا كان الحال كذلك, ألا يدفعنا هذا إلى الاعتقاد بأن الدول الغنية تستخدم توصياتها بشأن السياسات والمؤسسات الجيدة كوسيلة لإعاقة الدول النامية عن انتهاج السياسات والمؤسسات التي كانت هى تستخدمها من قبل لتحقيق التنمية الإقتصادية؟ هذا هو السؤال الذى يأمل الكتاب في الإجابة عليه.
