يواجه الوطن العربي العديد من الإشكالات الاقتصادية والاجتماعية، ولا سيما بعد الحرب العالمية الثانية، كما يعاني أزمات سياسية متتالية منذ الحرب العالمية الأولى، وهو ما أنتج أجيالاً متعددة من الفقراء، وقد كانت آخر تلك الأزمات هي احتلال العراق، وما ترتب عليه من التوسّعات في هيمنة المنظومة الرأسمالية على اقتصادات البلدان العربية، ولا سيما الريعيّة منها.
وقد نتجت إشكالية الفقر في الوطن العربي جرّاء مصفوفة من المتغيرات، سواء منها اقتصادية واجتماعية، أو داخلية وخارجية.
ويبحث هذا الكتاب في تفسير مفاهيم الفقر، وتوزيعه، وطبيعة آليات انتاجه في البلدان العربية، في ظل السياسات الاقتصادية الكلية غير الرشيدة، فضلاً عن المقاربات الاقتصادية، ولا سيما الكليّة في التأثير في هذه الظاهرة التي تزايد انتشارها في الوطن العربي، ولا سيما متوسطة ومنخفضة الدخل خلال النصف الثاني من القرن العشرين، وانتقلت موروثات القرن السابق في مسألة الفقر إلى القرن الحادي والعشرين، ولا سيّما تلك العوامل المولّدة له، والفاعلة على استدامته في المجتمعات العربية.
كما يسعى الكتاب إلى تقديم النقد لبعض برامج الإصلاح الاقتصادي التي تم تطبيقها في الاقتصادات العربية.
