تعتبر الإدارة الحكومية أحد أكثر المسائل أهمية وحيوية في عصرنا الحالي، وذلك بالنظر إلى ما أصبحت تمثله من فاعل رئيسي في التنمية والرفاه والتصدي للأزمات على مستوى العالم عموماً، حيث ارتبط مفهوم الإدارة الحكومية بما تلعبه من دور حيوي في ولادة وبناء مؤسسات الدولة (التشريعية، الإقتصادية، التنفيذية) وتصميمها وصنع السياسات الخاصة بها، وتتشابك علاقتها بالجوانب الإنسانية والسياسية والدينية والثقافية والتكنولوجية في حياتنا اليومية وعلى مستوى الوطن العربي على وجه الخصوص، وليس أدل على ذلك من حجم التحديات والتغيرات التي واجهتها وتواجهها المنطقة خاصة فيما يتعلق بإرتفاع توقعات الشعوب، في ظل الصعوبات الإقتصادية، جنباً إلى جنب مع ما تفرضه تلك المتغيرات من إنعكاسات إجتماعية أيضاً، وبهذا فهي تحتم على الحكومات التعامل معها.
لذا غدا هذا التخصص من الأهمية بمكان بحيث يخصص له مسافات وبرامج أكاديمية، والأمر غير مقتصر بطبيعة الحال على كونه علماً يدرس، أو أحد مجالات الممارسة فقط، بل لأنه يهدف إلى إدارة شؤون الدول والأمم أيضاً، وهذا يجعله ذو أهمية خاصة وشمولية، وكذلك فلا يرجى من ورائه التصدي للتحديات فحسب، بل هو يلامس تطلعات الدول التي تأمل في الحفاظ على مكتسباتها في كافة المجالات، ومن غير المستغرب أن هذه التطلعات قد ترجمت على شكل رؤى إستشرافية طموحة مثل: رؤية الإمارات 2021، رؤية الأردن 2025، رؤية السعودية 2030، ورؤية الكويت 2035، وقد انصب هم القائمين عليها من قادة وحكام على تحقيق رفاه المواطن وتقدم الشعوب، وإسعاد المواطن بخدمات عامة ترقى لتطلعات هذه الشعوب، وبطبيعة الحال فإن هذا لا يتأتي إلا عبر تضافر جهود الدولة ومؤسساتها الحكومية وغير الحكومية ومنظمات المجتمع المدني والقطاع الخاص.
ويتطرق هذا الكتاب إلى التغييرات والإصلاحات التي تم تنفيذها في الإدارات الحكومية على مدار العقود الماضية إستناداً إلى المبادئ الكلاسيكية بادئ الأمر، ومن ثم التحول إلى "الإدارة العامة الجديدة" ومن ثم "الحوكمة"، وصولاً إلى الحكومات الرقمية والذكية، ومن أمثلة هذه التغييرات والإصلاحات إدخال أدوات الإدارة الخاصة بالقطاع الخاص في القطاع الحكومي لتحسين الكفاءة والفعالية وتحسين جودة الخدمات العامة، وكذلك الجهود الرامية إلى تصحيح أوجه القصور الهيكلية في النظام الإداري، مثل دعاوى إعادة إختراع الحكومة وغيرها، والتي جاءت كإستجابة لحالة عدم الكفاءة في تطبيق مبادئ الإدارة العامة وإهدار الموارد.
