أما المشكلة الحقيقة فتكمن في الدول النهرية، وهى على وجه التحديد: دول أحواض نهر النيل ونهر دجلة ونهر الفرات ونهر الأردن ، حيث أدى الارتفاع الكبير في الزيادة السكانية ومعدلات الاستهلال إلى تقلص نصيب الفرد.
ومع هذا الكتاب نخوض في هذه المشكلة لنتعرف على خصائص ومصادر ومعدلات استهلاك المياة وكذلك المشروعات المائية في مختلف الدول.
