إن محور الجدل السياسي الخاص بنظم الانتخاب يدور حول مشكلة المساواة في التمثيل النيابي وبعبارة أخرى أكثر بساطة إعطاء الفرصة التنافسية المتساوية لكافة الاتجاهات العقيدية السائدة في المجتمع للتعبير عن أبنائه من خلال عملية الانتخاب الموصلة لهم إلى كراسي السلطة في الدولة.
في إطار الفكرة السابقة فإن النظام الانتخابي الأمثل الجدير بالتحقيق هو ذلك الذي تمارس بمقتضاه وفي ظله عملية التنافس السياسي بحرية تامة دون تحكم أو احتكار.
ومهمتنا الرئيسية في هذا البحث تتبلور من خلال تطويع النظريات والأنظمة الانتخابية المتعارف عليها والمستقرة لظروف بيئتنا المصرية ومجتمعنا المحلي وانتقاء أكثرها ملاءمة للتطبيق في هذه البيئة مع الإيمان بحقيقتين أساسيتين تحكمان هذا الاختيار، أولاهما ألا يكون النظام الانتخابي المنتقى وسيلة لإخفاء عملية الاستيلاء على السلطة، وثانيهما عدم اعتبار النظام الانتخابي الجدير بالتطبيق في مصر مجرد أسلوب عمل أو طريقة محددة لتمثيل المواطن فحسب إذ أن المهمة الأساسية المستهدفة التحقيق من النظم الانتخابي هي فتح قنوات الاتصال الميسر بين الحكام والمحكومين.
لذلك فإننا سوف نجري بحثنا المقارن المنصب على نظام الانتخاب العام في مصر وما قد يكتنفه من أوجه للنقص أو القصور وما ينطوي عليه بالمقابل لذلك من مزايا وحسنات، في إطار العملية الانتخابية ذات المنظور الثلاثي المتعلق بكل من الناخب والمرشح للتمثيل النيابي والجهة الإدارية الموكول إليها الإشراف على سير العملية الانتخابية إلى نهايتها.
لذلك قسمنا خطة البحث بين موضوعي العملية الانتخابية في منظورها الثلاثي السابق وفقًا للتنظيم القانوني المقارن والمصري القائم حاليًا، وبين ما نأمل في اعتناقه وتطبيقه لسد ما يكتنف هذه الأنظمة من ثغرات كشف الفقه القانوني العام والتطبيق العملي عن وجودها، وذلك في ظل انتخابات مايو 1984.
