يؤسس لفرع جديد من فروع الإعجاز القرآني وهو الإعجاز التشريعي وتوظيفه في مجالا العلوم الإنسانية والإجتماعية. والمنهج الذي اتبع في البحث هو منهج علم المناسبة. وقد طبق المؤلف هذا المنهج في الكشف عن الإعجاز التشريعي في تحريم الربا في السور الأربع التي جاء بها القرآن الكريم وهي سورة الروم وسورة آل عمران وسورة النساء وسورة البقرة.
وتبرز أهمية هذا الكتاب في أن العلوم الإنسانية والاجتماعية والتي منها علوم الاقتصاد وعلوم التربية وعلوم السياسة وعلوم الإدارة- هذه العلوم فشل الإنسان أن يحقق فيها تقدماً، وهذا بالمقارنة بالعلوم المعملية التجريبية. والقرآن الكريم يقدم المنهج الصحيح للتقدم بهذه العلوم التي موضوعها الإنسان؛ لأن الله سبحانه خلق الإنسان وهو أعلم بما يصلحه، وقد بين ما يصلحه في قرآنه سبحانه وتعالى.
