Cet ouvrage présente l’histoire de l’urbanisme de Beyrouth entre la période de l’indépendance et le début de la guerre civile libanaise. Il met l’accent sur l’ambitieuse présidence réformiste de Fouad Chéhab, moment fondateur de la construction de l’État au Liban, souvent invoquée, admirée, regrettée, parfois aussi décriée pour ses échecs et ses ambitions déçues, notamment dans le domaine social et urbanistique. Cette période mérite d’être analysée pour elle-même plutôt que comme un âge d’or, une parenthèse ou la cause des malheurs qui l’ont suivi.
L’urbanisme fut une des utopies de l’époque. Ce livre s’efforce de restituer l’originalité de cette période dans un cadre plus large, celui de l’urbanisme dans les pays arabes accédant à l’indépendance. Il insiste sur la dimension politique des projets urbains et sur leur contribution à la construction d’un État moderne, garant du développement. Ces plans firent face à l’opposition de forces sociales multiples, allant des habitants mal logés aux spéculateurs fonciers. Il en résulta de nombreux renoncements : Beyrouth est largement restée, à cette époque, une ville en plans.
Une place privilégiée est accordée aux professionnels de l’urbanisme, architectes et ingénieurs, qui se reconnurent et s’investirent dans ce projet mais l’infléchirent aussi par leurs conceptions modernistes et élitistes. Face aux experts français, comme le Père Lebret ou Michel Écochard, les professionnels libanais s’imposèrent dans les administrations et les conseils et prirent en charge la conception des plans et leur réalisation. Ils construisirent un imaginaire aménageur qui perdura par delà le temps de la guerre pour hanter les projets et contre-projets de la reconstruction.
