صدر التقرير السنوي الخامس للشبكة العربية للمنظمات الأهلية في عام 2006، حول موضوع تبناه المؤتمر العام للشبكة (الكويت- مارس 2006) ، وهو بناء الشراكة من أجل المستقبل . هذا التقرير، طرح للمرة الأولى على مستوى الأدبيات العربية، وأيضاً على مستوى الواقع التنموي مفهوم محدد للشراكة ونماذج ممارساتها، في 11 دولة عربية، سواء شراكة المنظمات الأهلية مع الحكومات، أو القطاع الخاص، أو مؤسسات التمويل. إن النتائج الأساسية لهذه الدراسات (مصر، لبنان، الأردن، سوريا، تونس، الجزائر، اليمن، المملكة العربية السعودية، البحرين، قطر، السودان) تكشف عن نتائج مهمة، تفيد صانعي السياسات الاجتماعية فيما تعلق بتفعيل الجهود التنموية في الدول العربية، وخاصة في ضوء الأهداف التنموية للألفية، التي توافقت بشأنها دول العالم، والتزمت بمواجهتها حتى عام 2015 . إن النتائج تشير إلى فجوة كبيرة بين الخطاب العربي الرسمي الذي يؤكد على الشراكة، وبين الواقع .. بل إن بعض الدول العربية لا تتواجد فيها ممارسات تنموية لهذه الشراكة مع المنظمات الأهلية. تكشف أيضاً النتائج عن إشكاليات تعوق الشراكة، منها ضعف الثقة بين الحكومات والمجتمع المدني. وطبيعة الإطار القانوني الحاكم للمنظمات الأهلية، وإسناد تنفيذ مشروعات لهذه المنظمات دون إشراكها في عملية التخطيط، هذا بالإضافة إلى ضعف قدرات بعض المنظمات الأهلية في الدول العربية. إن النماذج الجيدة للشراكة في الدول العربية وفقاً لنتائج التقرير السنوي الخامس للشبكة، تعكس متطلبات ضرورية ينبغي توافرها، وأهمها الوعي لدى الحكومات والمنظمات الأهلية بقيمة الشراكة، وتوافر المسئولية الاجتماعية لدى رجال الأعمال، والتحرك في إطار أولويات محددة، مع تواجد آليات للتنسيق بين الشركاء . إن التقرير السنوي الخامس للشبكة العربية حول "بناء شراكة من أجل المستقبل"، هو إضافة أخرى تقدمها الشبكة لتفعيل الجهود التنموية للحكومة والمجتمع المدني مستندين إلى معرفة وبحوث علمية .
