L'auteur étudie d'abord le contexte dans lequel a été élaborée la constitution libanaise de 1926, celui du mandat français, entré officiellement en vigueur en 1923, dont la charte impose à la puissance mandataire de préparer, « dans un délai de trois ans, à dater de l'entrée en application du mandat, un statut organique pour la Syrie et le Liban.» Il analyse ensuite les différents projets de statut organique élaborés, soit par le ministère des Affaires étrangères à Paris, soit par le haut-commissariat à Beyrouth, ainsi que la réaction des indigènes, pour arriver, enfin, à la phase finale où, sous le proconsulat d'Henri de Jouvenel, la constitution libanaise vit le jour. Elle fut l'oeuvre commune d'une commission nommée par le Conseil représentatif libanais et d'un expert français, Paul Souchier, spécialiste en droit constitutionnel, appelé à cet effet par le haut-commissaire.
