لما كانت مشروعات البنية الأساسية أحد أهم ركائز تحقيق التنمية الشاملة ، اعتمدت الحكومات خلال الفترات الماضية على إدراج الإعتمادات المالية الضخمة في ميزانيتها لتنفيذ مثل هذه المشروعات مما أحدث عجزاً دائماً ومستمراً بها، الأمر الذي أدى بها إلى البحث عن وسائل أخرى لعل أهمها مشاركة القطاع الخاص في تمويل مشروعات البنية الأساسية من خلال نظام BOT(Bulid- Operate- Transfer) لما له من مزايا وبخاصة في الدول النامية، ويتناول هذا المؤلف المفاهيم المختلفة لمشروعات BOT، مراحل الإعداد، والإطار الإقتصادي لمثل هذه المشروعات من حيث دورها في تحقيق مستوى مستهدف من البنية الأساسية وكذلك دور الحكومة لمساعدة هذه المشروعات على النجاح والإستمرار من خلال الحوافز والتشريعات إلى الدول النامية، ثم يتعرض كذلك بالتحليل لموضوع التقييم المالي والإقتصادي لها، وأخيراً يقدم نموذجاً لما يجب أن تكون عليه عقود هذه المشروعات من حيث الإنشاء والتشغيل ونقل الملكية وبخاصة في الدول النامية وذلك إعتماداً على تقارير ونشرات منظمة اليونيدو (UNIDO) ويتناول الكتاب ما سبق من خلال الفصول التالية الفصل الأول: مفهوم مشروعات BOT، الفصل الثاني: مراحل مشروع BOT، الفصل الثالث: الإطار الإقتصادي لمشروع BOT، الفصل الرابع: الحكومة ودورها في نجاح مشروعات BOT، الفصل الخامس: نقل التكنولوجيا وبناء القدرات المحلية بواسطة مشروعات BOT، الفصل السادس: أساليب تمويل مشروعات BOT، الفصل السابع: المناقصات والرعاة لمشروعات BOT، الفصل الثامن: التقييم المالي والإقتصادي لمشروعات BOT، الفصل التاسع: التقييم الحكومي لمشروعات BOT، الفصل العاشر: عقود مشروعات BOT، الفصل الحادي عشر: نقل ملكية المشروع).
