ترتكز الفكرة المحورية للكتاب على فكرة الثمن السياسي والاقتصادي. وبناءً على فكرة الثمن، يعتبر ظهور المشكلات الاقتصادية أمر طبيعي في كل الأنظمة والدول نتيجة الطبيعة الديناميكية لعناصر المنظومة الاقتصادية، وفي مصر منذ ثورة يوليو 1952 حتى 2011 قام النظام الحاكم بتعطيل واستبعاد آلية الثمن السياسي والثمن الاقتصادي.
وفي عهد عبد الناصر كان هناك توافق (توازن) بين المسارين السياسي والاقتصادي، ولكن فيما بعد ومنذ عهد السادات أخذت المشكلة في التفاقم؛ حيث بدأ تفعيل الثمن الاقتصادي بدخول القطاع الخاص في المنظومة الاقتصادية مع استمرار تعطيل الثمن السياسي، واستمر التنافر بين المسارين إلى أن بلغ أقصاه في نهاية 2011؛ حيث لم يعد النظام السياسي قادراً على أن يدفع الثمن الاقتصادي المطلوب كليّاً أو جزئياً مقابل الثمن السياسي. وهذا ما أدى إلى اندلاع الثورة عام 2011 والمطالبة باسترجاع الإرادة السياسية المسلوبة أو الحصول علي ثمن اقتصادي مقابلها ولم يستطع الحاكم منح الثمن الاقتصادي للشعب ومن ثم فقد رد الإرادة السياسية مرة آخرى لأصحابها.
