يعتبر هذا الكتاب من أقدم كتب الطبقات اليمنية، إن لم يكن أقدمها جميعاً، وقد قصد المؤلف بتصنيفه أن يعرف كل فقيح حال اليمن منذ الرسول صلى الله عليه وسلم إلى وقته هو، ورسم لنفسه منهجاً تاريخياً، يتضمن ذكر كل من تولى الأحكام والقضاء والفقه، في تلك الفترة من الزمان، مع إيراد ما امكنه الحصور عليه من أخبارهم وحياتهم ومصنفاتهم، وأهم الحوادث التاريخية المتصلة بذلك معتمداً على ما حصّله من بطون كتب التاريخ والفقه الحديث، وما نقله عن طريق شيوخه ومروياته من الأخبار، حتى إذا ما وصل إلى الحديث عن معاصريه، كانت تراجمه في هذا الباب، تحوي معلومات وأخبار هامة، اعتبرت أساساً عند جميع من ترجم لهؤلاء الأعلام من بعده.
والمؤلف عمر بن علي بن سمرة الجعدي المولود سنة 547هـ، شافعي المذهب، وقد حكى في كتابه قصة دخول المذهب الشافعي إلى اليمن، وانتشاره فيها، خصوصاً فيما يصفه المؤرخون باليمن الأسفل، حيث كان مركز هذه الدراسات، وقدم نتفاً متفرقة عن الكتب التي كانت مرجع القوم في دراستهم العلمية، قبل دخول مصنفات الشافعية، واصفاً الحياة العلمية والعقلية، التي كانت سائدة في عصرئذ في هذه البلاد.
وقد كان هدف المؤلف في هذا الكتاب، أن يبين "وجه اتصال الفقه برسول الله صلى الله عليه وسلم، مع ما يندرج فيه من ذكر تاريخ فقهاء اليمن وغيرهم. ولا ريب أن المؤلف قد استطاع أن يبلغ غرضه من هذا المنهج بعناية وتحقيق، مضيفاً إلى ما أورده من تراجم، الكثير من المعلومات التاريخية الهامة، وبخاصة في أحداث العصر الذي عاش فيه، مما لا يوجد عند غيره من المؤرخين، إلا من أخذ عنه أو نقله منه.
