تمثل الإستثمارات الأجنبية لا سيما الخاصة منها الأساس الذي تبني عليه الدول أملها في النهوض بعمليات التنمية الإقتصادية، فقد لجأت الدول النامية في ظروف مختلفة إلى الإستثمار الأجنبي الخاص، لتوفر رأس المال اللازم لإنشاء صناعات متطورة، في مجالات عديدة، وبصفة خاصة في مجال الصناعات الثقيلة والصناعات الإستخراجية التي تزيد من حجم الصادرات الوطنية، إلى جانب الصناعات المنتجة للسلع الإستهلاكية والرأسمالية للوفاء بإحتياجات السوق المحلية وتلتزم المشروعات الأجنبية في كثير من الأحوال بتقديم المعرفة العلمية والتدريب الفني والإداري للعاملين المحليين دون مقابل.
ويقرر البعض إن الدولة المضيفة للإستثمار الأجنبي الخاص تستفيد منه فائدة مزدوجة، فهو يقدم رأس المال اللازم لخلق إقتصاد صناعي متطور، كما يوفر لها في نفس الوقت الخبرة والتدريب لمواطنيها دون مقابل.
يعد العنصر البشري أهم العناصر الإستراتيجية في التنمية الإقتصادية والإجتماعية لأي مجتمعٍ لذا أولت الكثير من دول العالم إهتماماً إستثنائياً للإستثمار في العنصر البشري معتمدة أساساً على التعليم الذي يزيد من مخزون هذا الإستثمار، لكي تجعل من خريجي جامعاتها ومعاهدها أكثر قدرةً للتكيف مع المتطلبات والتطورات الجديدة في سوق العمل لا سيما وأنَّ العلاقة بين الموارد البشرية والتنمية المستدامة، لا تقتصر على حجم هذه الموارد فحسب، وإنما تتوقف على نوعيتها من حيث قدراتها التعليمية وكفائتها المهنية لمواكبة التطور العلمي والتكنولوجي.
