يحلل هذا الكتاب العلاقة بين مفهوم سيادة الدولة الوطنية، وحرية التصرف في شؤونها الداخلية، وفي تنظيم مرافقها العامة، وفرض سلطاتها على كافة الأشخاص، دون الخضوع لسلطة خارجية، ان القاعدة الأساسية التي يقوم عليها المجتمع الدولي، هي الاعتراف المتبادل بين دول لها سيادة، اتسعت بصورة أدت إلى وضع شروط لممارسة الدولة حقوق السيادة، أهمها ألا تؤدي ممارسة تلك الحقوق إلى إحداث اضطراب في النظام العالمي. ومع تنامي التفاعلات على المستوى العالمي، صار للبعد الخارجي للسيادة، دورا مهما يتفاعل مع البعد الداخلي، بقوة وبشكل مركب، بل ومعقٌد جدا، والتداخل الكبير الآن بين سيادة الدولة، والشركات المتعددة الجنسية، ومنظمات المجتمع المدني والنظريات الجديدة لسيادة الدولة وصلاحيات الأمم المتحدة في التدخل الإنساني، عندنا تحدث انتهاكات خطيرة لحقوق الإنسان، ويعتبر انتهاك حقوق الشعوب والأمم في السيادة علي ثرواتها ومواردها الطبيعية، منافيا لروح ميثاق الأمم المتحدة ومبادئه ومعرقلا لإنماء التعاون الدولي وصيانة السلم.
كما نهدف في هذا الكتاب إلى تحليل الوضع العالمي الجديد والعلاقات الدولية بعد تحول ميزان القوى العالمي إلى أحادي القطبية تهمين عليه سيطرة الولايات المتحدة الأمريكية، حيث ربطت حتى العمل الإنساني بأجندتها الإستراتيجية وكذلك التدخل في العراق تحت شعار حقوق الإنسان والديمقراطية والبحث عن أسلحة الدمار الشامل، وتدخل المجتمع الدولي في شؤون السودان الداخلية بزعم مقاصد إنسانية، وكيف يمكن للدول النامية التي تبحث عن الازدهار والتقدم والتنمية إن تحافظ على سيادتها الوطنية حسب ميثاق الأمم المتحدة وقواعد القانون الدولي.
