لقد أظهرت العديد من الدراسات المعاصرة أن الرقابة المفروضة على الإنترنت من قبل حكومات عديدة فى أنحاء العالم فى تزايد مستمر. وتبين الكثير من البدهيات من دراسة المراكز البحثية لألاف المواقع على الإنترنت فى 41 دولة أن 25 من تلك الدول تراقب مواقع الإنترنت كما أن بعض المواقع و الخدمات من مثل Skype و Google map مخطورة فى بعض تلك البلدان. و يلاجظ تزايد فى هذا التوجه منذ عام 2002 حين كانت أعداد قليلة من الدول فقط تفرض رقابة على الإنترنت.
وقد إختارت مجموعات بحث فى جامعات تورنتو وهارفاد و أكوسفورد وكمبردج وغيرها 41 دولة يمكن إجراء البحث بسهولة. ولم تشمل الدراسة دولاً أوروبية و أمريكية تجرى فيها الرقابة على الإنترنت ولكن من قبل القطاع الخاص وليس الدولة.
ومن بين الدول التى تفرض أشد درجات الرقابة هى إيران و السعودية و بورما و باكستان و سوريا و تونس و الإمارات العربية المتحدة و اليمن كما تبين من الدراسة. ولو حظت ثلاثة إعتبارات للرقابة فى البلدان العديدة: إعتبارات سياسية و أمنية, أو إعتبارات إجتماعية. وهو ما يتمهل عنده مؤلف الكتاب "مصطفى عبد الغنى" أكثر ليضع السؤال المهم بين يدى المتلقى.. وهو السؤال الذى طرحه على صفحات الثقافة الورقية- بالأهرام- وعبر العديد من المواقع و المنتديات, والسؤال هو :
إلى أى مدى يمكن للرقابة على الإنترنت- محلية أو إمبريالية- إعادة كتابة التاريخ؟
