يصوغ فلسفة الحكم طبقًا للحكمة، ويشتمل على وصايا أخلاقية للسلطان في تدبير سلطنته، ويفصل القول في آداب الإمارة والوزارة، وأنـواع الإدارة والاستشارة، وصفة المستشار، والجيش - قواده وجنوده - وعلاقة الحاكم بالمحكوم، والصفات التي ينبغي أن يتحلى بها الحاكم. فإن الحكمة - وحدها - هي الطريق للوصول إلى " معالي الأمور " أي الحكم الصائب، ولا تنال الحكمة إلا بالنظر المنتظم، ولن يصل الحاكم أو الأمير إلى إصابة الرأي والنظر في الأمور نظرًا حكيمًا إلا إذا سأل العلماء، وجالس الحكماء، وأدمن الفكرة في خلواته، يقلبها أسفل وأعلى، وفي طولها وعرضها، وفي ظاهرها وباطنها، واستشار بعدُ ذوي الرأي من ثقاته. وقد كتبه مؤلفه إلى " أمير الحق " الأمير أبي بكر بن عمر ليكون دستورًا له وللمرابطين من بعده، فجاء مليئًا بالأنظمة الاجتماعية والفردية للمجتمعات الإسلامية وللفرد المسلم في العالم الإسلامي كله.
