ولا تنحصر أهمية الإجراءات في عقود النفط في أنها مجرد مجموعة إجراءات يتوجب أن تتوافر فيها، بل أن لها دوراً كبيراً في جميع المراحل المختلفة، فعلى سبيل المثال من حيث كيفية الإعلان عن عقود النفط وسلوك أفضل السبل لتحقق الشفافية فيها، وثبوت الثقة بالأعمال التي تقوم بها الجهات المختصة في مجال النفط، وكذلك كيفية إختيار الشخص الذي تريد الجهات الحكومية التعاقد معه، بل ويستمر هذا الدور إلى مرحلة تنفيذ العقود ورقابة الجهات المختصة للأعمال التي تنفذها الشركات في مجال النفط.
