أصبحت مؤشرات تناقص الاهتمام المستمر بالشؤون السياسية تثير الانتباه وتبعث القلق، مثلما هي الحال بالنسبة إلى الشبان الأمريكيين الذين بلغوا سناً تجيز لهم الإدلاء بأصواتهم. واستناداً إلى البيانات الواردة في تقرير "The American Freshman" الذي يصدره سنوياً معهد بحوث التعليم العالي بجامعة كاليفورنيا لفي لوس أنجلوس –يرى سول أنه: ليس هناك طوال السنوات الأربعين المنصرمة من جيل بدا بهذا المستوى المتدني من الاهتمام بالسياسة، فقد أظهرت المسوحات التي أجريت على عينات نموذجية، من طلبة السنوات الأولى من مرحلة الدراسة الجامعية، أن 26% منهم فقط يرون أن من الجوهري أو المهم جداً متابعة شؤون الحياة السياسية. وتكاد هذه النسبة تكون الأكثر تدنياً، مقارنة بالنسبتين 50% و42% اللتين تم التوصل إليهما في مسحين مماثلين أجريا عامي 1970 و1990، على التوالي"
إن هذا الاتجاه، وما يوحي به مستقبلاً من درجة الاهتمام بالسياسة، وبالمشاركة السياسية، وبالرغبة في الحصول على المعلومات ذات الصلة بذلك، قد أثارا هلع بعض الباحثين المتخصصين بهذا الشأن، فسعى بعضهم للنظر في الأسباب التي تقف وراءه.
وما يسعى إليه هذا الكراس هو تدريس كيف أن ركناً جوهرياً من أركان حياتنا العامة، وهو المتمثل في الشبكة العنكبوتية العالمية world wide web(www) يمكنه أن يرفع مستوى اهتمام البالغين الشبان بالسياسة عامة. ويشتمل هذا البحث على أنموذج ومسح يمكنهما أن يوضحا ما قد يحتاج إليه موقع سياسي الطابع، كيما يحدث تأثير كهذا. ويكشف هذا العمل عن أن موقعاً ما على الشبكة، يمكنه أن يؤثر إلى حد كبير في اهتمامات المواطن السياسية، متى ما رأى هذا المواطن أن الموقع يتمتع بسمات وخصائص معينة (منها –مثلاً- عدم تعصبه لحزب معين، وتقديمه محتوى متفرداً في نوعه، وقدرته على عرض المعلومات بكفاءة).
