ولذلك سعى "زيد منير عبوي" و"سامي محمد هشام حريز" لأن يقدما هذا الكتاب خدمةً لطلاب المعرفة وطلاب الإدارة خاصة من جهة، والعاملين في حقل الإدارة من جهة أخرى. فجاء كتابهما بعنوان: مدخل إلى الإدارة العامة بين النظرية والتطبيق. غير أن ما يميزه عن باقي الدراسات التي جاءت حول هذا الموضوع هو تقديمه للقواعد والركائز الأساسية في علم الإدارة العامة واليت إذا استخدمت بالشكل الصحيح محتماً ستتم عليه الإدارة بنجاح تام.
وبطبيعة الحال يقدم هذا الكتاب جانبين هما: الجانب النظري: الذي يتم فيه جمع المادة العلمية واستقراءها. الجانب التطبيقي: الذي يتم فيه تطبيق المعلومات النظرية بنماذج صالحة للتطبيق وفق الأسس والاستراتيجيات المتاحة.
وتم تقسيم الكتاب إلى ثمانية فصول وسجل تمهيداً مختصراً لكل فصل من الفصول، وهذه الفصول الثمانية مطروح فيها مجموعة من المواضيع وهي على النحو التالي: الفصل الأول: مدخل إلى الكتاب. الفصل الثاني بعنوان: اللامركزية الإقليمية (الإدارة المحلية في الأردن). الفصل الثالث إدارة واتخاذ القرارات. الفصل الرابع: إدارة شؤون الموظفين وواجباتهم، الفصل الخامس: التدريب في الإدارة، الفصل السادس: الرقابة في الإدارة العامة، الفصل السابع: الإدارة المالية العامة، الفصل الثامن: التنظيم في الإدارة العامة.
