يقدم هذا الكتاب منهجية أرساء الجودة بقطاع التعليم، منذ مدة ليست بالبعيدة أصبح التعليم عاملاً حاسماً في قضية النمو الإقتصادي والتنمية المجتمعية في كل أبعادها.
مراهنة الدول المختلفة على التعليم أضحت خياراً واضحاً اقتضى صرف موارد مالية ومادية مهمة، لكن لم تتحقق النتائج المأمولة في كثير من البلدان.
يعتبر المغرب أحدها، دشن منذ 2000 مرحلة جديدة بوضع ميثاق للتربية والتكوين أراد من خلاله وضع السياسات التعليمية الكفيلة بتصحيح مسار التعليم، تقارير المجلس الأعلى للتعليم قال سنة 2006 و 2008 كلمته حول وضعية التعليم بالمغرب: تحقق بعض التقدم النسبي، لكن الطريق لا زالت طويلة خصوصاً فيما يتعلق بتجويد مخرجات منظومة التربية والتكوين، في نهاية العشرية المستهدفة بالإصلاح انطلق العمل بالإستراتيجية الوطنية للإرتقاء بالجودة في المنظومة التربوية.
يقدم الكتاب ملخصات لمراحل هذه التجربة الفريدة، يقدمها بطريقة بيداغوجية مستهدفة تلقين القارئ بصفة عامة والمتدرب خصوصاً طريقة إدارة الجودة، يحتوي كل فصل من فصول الكتاب على أسئلة لتعميق الفهم، يعتمد المؤلف على معطيات من الواقع التربوي لبلد المغرب وبعض منها من أدبيات إدارة الجودة بالتعليم بالسعودية.
يحمل الكتاب في طياته مواضيع ترتبط بشكل قريب بموضوع الجودة في التعليم، وأخرى تتعلق بعوامل ترهن نجاح عمليات إرساء مقاربة الجودة للتعليم، المدرسة كأية منظمة ينبغي أن تتوفر على مشروع للمؤسسة يستهدف تجويد مخرجاتها، لبلوغ غايتها يتعين عليها العمل بمنطق المقاولة: بلورة رسالة ورؤية المدرسة، وضع إستراتيجية وهيكلة لإدارة الجودة، وضع خطة إرساء الجودة، ميثاق يتعاهد عليه الفاعلين، إفتحاص الجودة، تأهيل الموارد البشرية، تطوير كفايات العاملين...
يقدم المؤلف فصولاً خاصة بكل هذه القضايا، هو إجتهاد يروم تحسيس الفاعلين التربويين بضرورة إتباع منهجية واضحة المعالم لإرساء الجودة بقطاع التعليم، فالجودة ليست قضية فردية وشأناً يسهل بلوغه بلغة التمني والتسويف، تحقيق الجودة يتم عبر الوعي والفهم والإرادة والتنظيم والتحسين المستمر ورسملة الكفايات المختلفة والتعلم المؤسساتي.
