مع ظهور الدولة بشكلها الحالي وبروز دورها كفاعل أساسي في العلاقات الدولية، وظهور ما يسمى بالتنظيم الدولي أصبحت الخلافات والمنازعات الدولية أمراً وحقيقة يعيشها المجتمع الدولي، ويعاني مما ينتج عنها من حروب وخسائر تصيب الطرفين الفائز والخاسر؛ لذلك كان لزاماً على الدولة كفاعل أساسي في هذه المعادلة (الحرب) أن تجد آلية توظفها من أجل أن تتجنب هذه المرحلة السلبية من العلاقات الدولية، لذلك وجدت من آلية الدبلوماسية إحدى الوسائل المهمة لتسوية الخلافات الدولية، والتي غالباً ما تلجأ إليها الدول قبل الخوض في آلية أخرى قد لا تحقق الغاية المطلوبة.
فالدبلوماسية عملية سياسية لا تهدف فقط إلى تعزيز التعاون والعلاقات الودية والسلمية بين الدول والأمم، بل تعمل أيضاً على إستبعاد خطر الحرب ودوام الإستعداد له أو تجنبه إن صح التعبير.
تدور هذه الدراسة حول الوقوف على حقيقة وأبعاد الدور الذي تضطلع به المملكة العربية السعودية لحل الخلافات والقضايا العربية، والتعرف على حدود هذا الدور من خلال الدبلوماسية، أي من خلال رصد وتتبع موقف المملكة العربية السعودية تجاه القضايا والأزمات العربية.
