جاء هذا البحث في عشرة أبواب، يضم كل منها عدداً من الفصول يتناسب وطبيعة المواضيع التي يتضمنها الباب وسعتها، فكان الباب الأول خاصاً بتأسيس سامراً وعمرانها، وقد اشتمل على منشآت المعتصم بالله فيها، وسامرا في عهد المتوكل على الله، وتأسيسه المدينة المتوكلية "الجعفرية"، وسامرا بعده، والعودة إلى بغداد وهجر سامرا، ثم دور السكن في المدينة، والزخارف التي اشتهرت بها.
واشتمل الباب الثاني على دراسة خلفاء سامرا من حيث المبايعة وولاية العهد مع نبذة مختصرة عن سيرة كل منهم لا سيما ما يتعلق منها بالدولة والمجتمع. وخصص الباب الثالث لدراسة مؤسسات الدولة العربية في عهد سامرا فضم دراسة عن "الوزارة والكتابة والقضاء". أما الباب الرابع فقد تناول علاقة خلفاء سامرا بالأتراك وما قام بين الطرفين من صراع ومظاهر ذلك الصراع وما انتهى إليه.
وخصص الباب الخامس لموقف العلويين من خلفاء سامرا. واشتمل الباب السادس على دراسة الفتن والاضطرابات التي واجهت خلفاء سامرا، الكبرى منها كحركة الخرمية وفتنة الزنج، والمؤامرات التي استهدفت الخلافة، والاضطرابات الأخرى التي كانت أقل خطراً رغم تعددها. وضم الباب السابع موضوع المحنة التي آثارها المعتزلة وموقف خلفاء سامرا منها.
واختص الباب الثامن بدراسة علاقات الدولة العربية بمملكة الروم فشمل الحروب والمفادات والعلاقات التجارية والثقافية بين الطرفين في خلال عهد سامرا. واشتمل الباب التاسع على الإمارات شبه المستقلة في عهد سامرا من حيث إدارة شؤونها وعلاقاتها بالخلافة. وخصص الباب العاشر لمجالس خلفاء سامرا العلمية والأدبية منها ومجالس الأنس والسمر.
