اهتم سلاطين وأمراء وحكام دول الغرب الإسلامي بالتواصل الثقافي بين دول المغرب الكبير، وبالمشاريع الثقافية، وبالنشاط الفكري، المنبعث منذ عهد بعيد في المغرب الكبير.
فقد كان التعليم منتشراً في شتى المدن والقرى، عرف مرحلة الإستقرار والإزدهار والتبادل الثقافي، وإكتمال النضج وبلوغ القمة، وإنجاز أهم الآثار، وتحقيق المشاريع الكبرى السياسية في الداخل والخارج، وعلى مستوى الدول المغاربية الثلاث.
كان عصر تنفيذ المخططات الإقتصادية والثقافية، وإشاعة الرخاء والأمن والطمأنينة، وبث دور العلم ومركز العبادة وتعميم التعليم، وتشجيع الطلبة المستقرين أو المتنقلين، فعم الإشعاع الحضاري سائر نواحي الحواضر المغاربية، وتجاوزها إلى حدود نائية شرقية وغربية وجنوبية، بلغها صيت المغرب، وطارت إليها شهرته الواسعة.
فكثر الواردون عليه، وطمع الطامعون، والتجأ إليه المهاجرون والسياسيون، وخاطب وده النصارى والمسلمون، وقصده المظلومون والمستغيثون، فعجت البيئة المغاربية بعناصر من كل حدب وصوب حسب الأغراض والغايات والنزعات والملمات، والتاريخ يذكرنا بجيش العلماء والفقهاء، الذين صبحوا أبا الحسن المريني في رحلته إلى تلمسان والقيروان، حيث هلك عدد كبير منهم لأسباب قاهرة، فشخصيات المريني كلها أو جلها، تنتمي إلى عالم الفقه والإدارة: قضاة، عدول، شهود البيت، فقهاء أجلاء.
