يعتبر فهم عملية النمو الاقتصادي وتطوره أحد الاهتمامات الرئيسية للأكاديميين وصانعي القرار على حد سواء، وبخاصة أن معدلات النمو تختلف كثيراً من دولة إلى أخرى، إذ من الواضح أن الأداء الاقتصادي في بعض الدول يحقق قدراً أكبر من الازدهار مقاربة بدول أخرى. ولكن لماذا يحدث هذا؟ إن تفسير الاختلاف في النمو الاقتصادي والتطور بين مختلف الدول يعد أمراً في غاية الأهمية، ولكن الإجابة عن أسئلة من هذا النوع هي موضوع خلاف وجدل حادين تقدم هذه الدراسة شرحاً واضحاً للسبب وراء الأداء الجيد للاقتصادات الليبرالية الجديدة لكل من الولايات المتحدة الأمريكية وبريطانيا في أواخر التسعينيات مقارنة بالأنظمة الاقتصادية التي تخضع لقدر أكبر من توجيه الدولة في فرنسا وألمانيا واليابان، وكذلك سبب الأداء الجيد لتلك الاقتصادات في هيكل اقتصادي دولي أقل "عولمة".
أما هدف الدراسة فتقديم برهان على أن السياق المؤسسي القومي، بتغييره تكاليف الفرص بالنسبة إلى المسارات الاقتصادية المختلفة مما يؤدي إلى النمو والتطور. إذا كان هذا جائزاً فيمكن القول إلى السياسات العامة التي تنجح في سياق ما ربما تفشل في سياق آخر، وبهذا لا يكون مفتاح النمو الاقتصادي في تبني مجموعة معينة من السياسات الاقتصادية بل في اختيار السياسات المثلى للسياق المؤسسي (القومي) الذي سيتم التكيف معه. وتستخلص الدراسة إلى أن السياسات التي توائم السياق المؤسسي لأمة ما تبدو أكثر نجاحاً من تلك السياسات التي تتضمن إعادة البناء الاجتماعي الجذري. بعد ذلك يستكشف المؤلف دلالات هذه المناقشة بالنسبة إلى قدرة مختلف السياقات المؤسسية القومية على التكيف مع التغيرات التي تصاحب العولمة.
