يعتبر أسلوب التسيير بالأهداف كأسلوب عمل حديث شائع الإستخدام في المؤسسات العامة في كثير من دول العالم، وهو أسلوب يهدف إلى زيادة إنتاجية المؤسسة وتوفير أسس جديدة لقياس النتائج المتحصل عليها من تضافر جهود العاملين؛ حيث يستمد الهيكل التنظيمي والعلاقات فيه منطقها من الأهداف العامة لأي مؤسسة.
لهذا، يشكل هذا الكتاب إضاءة مهمة على نظام التسيير بالأهداف في المؤسسات العامة من الناحيتين النظرية والتطبيقية وخلاله قدمت المؤلفة رايس وفاء عرضاً شاملاً للنظريات العلمية والعملية الإدارية التي تناولت عملية التسيير، فضلاً عن ماهيته وتعاريفه وأهمية في تدريب الأفراد العاملين على الأسس والبرامج التدريبية التي تُنمي القدرات وتشحذ التعاون فيما بينهم وذلك بالإعتماد على "مبدأ التخصص وتقسيم العمل" في حين يتولى المدراء مسؤولية عمليتي "التخطيط والتنظيم" ويترك للعاملين مسؤولية تنفيذ البرامج والأعمال.
وعليه، تهدف هذه الدراسة وفقاً للمؤلفة "إلى إسقاط نظام من أنظمة التسيير الحديثة المطبقة في المؤسسات الخاصة على المؤسسات العامة، ودراسة إمكانية تطبيقه وهو نظام التسيير بالأهداف".
ولهذا الغرض انتظمت الدراسة في ثلاثة فصول، ومقدمة تناولت: 1-مدخل لدراسة نظام التسيير في المؤسسة العامة ووظائفه وشروط نجاحه، 2-الإطار العام لتفعيل نظام التسيير في المؤسسات العامة والمنطلقات الرئيسية لتفعيل نظام التسيير في المؤسسات العامة، وعرض نماذج من مبادرات الإصلاح الإداري في الولايات المتحدة الأمريكية، ومبادرات الإصلاح الإداري في الجزائر ودول أخرى.
